The legislation of Azerbaijan has established principles of justice: equality before the law, fair implementation of justice by the independent court, principle of presumption of innocence. The judicial branch includes Constitutional Court, Supreme Court, and Economic Court. The President nominates the judges in these three Courts, subject to approval by the Milli Majlis.

The highest legislative body of Azerbaijan is Milli Majlis. It is a 125-member unicameral parliament. Members are elected for a 5-year term, all of them from territorial districts. Universal suffrage age is 18.

The Constitution of Azerbaijan and a series of laws passed in the second half of the 1990s reflect the aspiration to institute a democratic system of government in Azerbaijan and establish its formal mechanisms and institutions.

Azerbaijan is located in the South Caucasus. From the east Azerbaijan is washed by the Caspian Sea, in the west it borders Armenia and Georgia, in the north – Russia, in the south-west – Turkey and in the south – Iran.

One of the most horrible tragedies, which Azerbaijan experienced in the 20th century, is the genocide in Khojali. It is like the genocides committed in Khatyn, Lidisia, Oradur reflected in the history of mankind.

In the early hours of February 26, the armed forces of Armenia, the armed Armenian militants of the Nagorno-Karabakh, and Motor-Infantry Battalion 366 of the former Soviet Union dislocated between Askaran and Khankendi (Stepanakert) occupied the town and committed genocide against the Azerbaijanis.

The Supreme Council of the Azerbaijan Republic considered the petition of the Supreme Medjlis of Nakhichevan Autonomous Republic and approved the three-color flag the national flag of the Azerbaijan Republic on February 5, 1991

The government of the Democratic Republic of Azerbaijan declared a competition on the national emblem of Azerbaijan on January 30, 1920 and made a decision to present the emblem model on May of the same year. However, due to the collapse of the Azerbaijan democratic Republic On April 28, 1920, the emblem was not approved.

I. The national symbols of the Republic of Azerbaijan are the national flag of the Republic of Azerbaijan, the national emblem of the Republic of Azerbaijan and the National Anthem of the Republic of Azerbaijan.

II. The National flag of the Azerbaijan Republic consists of three equal stripes. The upper stripe is blue, the middle stripe is red and the lower stripe is green and in the middle of the red one on both sides of the flag there are a white-colored crescent and eight-point star. The width across length of the flag is 1:2.

III. The image of the national flag of the Republic of Azerbaijan and the national emblem of the Republic of Azerbaijan, as well as the music and the text of the National Anthem of the Republic of Azerbaijan are defined by the Constitution.
